Lottery Draft Plan Uses Dual Drums For Random Callouts
The Selective Service describes a public lottery using two large drums, one with birth dates and one with numbers 1 through 365. A capsule from each drum is drawn to determine the draft order, pairing dates with sequence numbers to set when men turning 20 would be called, with later years shifting to lower priority groups to reduce draft uncertainty.
