Lawyer says client devised death penalty defense strategy
North east Kansas attorney Dennis Hawver argues he faces discipline for using a trial strategy developed by his client Phillip Cheatham Jr. Cheatham, convicted in 2005 and later granted a new trial, is due back in court January 5 as Hawver contests board findings that he lacked competency. The Kansas Board for Discipline of Attorneys recommended disbarment or suspension after a November hearing. Hawver, who testified he never took death penalty defense courses, proposes to quit practicing law.

Kansas counties brace for loss of mortgage fees
Governor Brownback defends phasing out a mortgage registration fee to aid home buyers and the economy. Counties fear revenue losses and may raise property taxes to cover services. The change, plus cement plant tax adjustments, was signed into law, with projections of multi million dollar hits to counties over five years.
