Welfare Nursing Aid Plan Approved by County Health Council
The Douglas County Comprehensive Health Planning Council unanimously approved a three-part plan to favor welfare patients in county nursing homes. It proposes county operation of Valley View as a non profit skilled facility, a new 100-bed county home, and closer talks with the State Welfare Department on welfare rates. The plan, led by Mrs. Raymond Cerf, cites financial losses in welfare care and urges mixed private and welfare use with public oversight.

Douglas County building plans face funding gaps and delays
Douglas County holds 223000 for a new building and owns a site, but a 1971 referendum defeated the planned structure. The 1963 half mill, raised to one mill in 1968, yields about 124000 annually, totaling 689423 spent on land, architects, and related costs. GCCA grants limit future funding as Franklin County absorbs a third of 1973 funds.
