Kansans weigh tax bill amid school funding clash
House Speaker Pro Tem Scott Schwab warned the bill would lower numbers for Democrats who fear it won’t fund a needed school pay raise Osawatomie hospital beds and a pension increase. Rep. Tom Sawyer said the caucus is divided over whether the bill raises enough to balance the budget and fund a 2 percent state employee raise. The plan would raise income taxes, create a new top bracket, repeal a business income exemption, and rely on highway fund sweeps to fund schools, with Brownback veto likely.
