Shameful report on Kansas sexual predator program
The 1994 Kansas law creates involuntary commitment for violent sexual offenders after prison. An audit shows only three releases in 20 years, 27 deaths in custody, 258 inmates, and rising costs toward 500 patients and up to 34 million by 2025. Therapy and rehabilitation are inadequate or absent, prompting moral and legal questions about confinement and potential releases.
