Topeka Kansas May 1 The Kansas Public Utilities Commission and attorneys on both sides say the Supreme Court ruling in the Kansas Natural Gas case creates uncertainty about rebates and rate setting. The commission will not set new rates until Judge Booth’s authority is clarified then may resume fixing gas rates in Kansas cities. The outlook for consumer rebates on past overcharges is less favorable than after a different court ruling.
