The House approved the Credit Card Holders Bill of Rights by 357 to 70 to curb credit card abuses. Provisions ban double cycle billing and retroactive rate hikes, bar issuers from under-18 cards, require 45 days notice before interest rate increases, and take effect after a year with certain parts sooner. Similar Senate action looms as advocates push for final passage by Memorial Day.
