Kansas Governor Bill Graves criticized lawmakers for mean spirited fights and theatrics as he urged a tight budget and a tax increase to fund public schools. He faulted the House for tax cut measures and spending hikes and even challenged education plans from House Speaker Kent Glasscock. The House narrowly voted 61 to 56 to cut the statewide mill levy for K-12 to 18 from 20.
