Lawrence voters face at least a 50 percent chance of approving a half cent sales tax on April 6 to fund a larger police and fire department. The measure echoes past tax battles including wheel tax defeats and a 1970 library bond approval, with public opinion split and awaiting the election result.
The Supreme Court will decide if private social clubs with liquor licenses can exclude Negro members. The Harrisburg Moose Lodge ruling linked liquor licenses with racial exclusion and could reshape private club policies nationwide. The case comes from a Pennsylvania court ruling that the lodge could not maintain both a liquor license and a racially exclusive policy.
President Nixon called Labor Secretary Hodgson to the Western White House to announce an executive order. The plan would set general construction wage guidelines craft by craft boards and a stabilization board to enforce violations as inflation controls unfold. The California White House will unveil its third inflation alert Tuesday as the Nixons relax at the oceanfront villa.

Kansas lawmakers debate opposing the Lyons site while the AEC seeks 3.5 million dollars to plan and acquire salt mines. If approved, negotiations could begin next fall, with safety as a continuing condition.

Final award depends on accepted alternates and a new building code provision may be discussed along with planning items and park site development.
The executive vice president of the Kansas Independent Oil and Gas Association warns a severance tax on natural gas would lift energy costs for all Kansans. State Rep. Austin Nothern argues many Kansans already pay severance taxes elsewhere and would benefit little from adoption.
Union Pacific Railroad announced it will halt all passenger service starting May 1 as Railpax takes over intercity operations. The Cleveland Cavaliers pick 6-3 Notre Dame star Aus tin Carr as the first selection in the NBA college draft. Sidney Wicks goes second to Portland, followed by Elmore Smith to Buffalo and Ken Durrett to Cincinnati in the early rounds.
A car driven by Peggy R. Thatcher, 20, of Eudora, overturned on a county road seven miles southeast of Lawrence after striking loose gravel. Deputies report $1,000 damage and no injuries. A second crash on Elm Street near Lawrence caused $900 damage to a car driven by Robert L. Duver, 24, who said speed prevented a safe turn.
John Edward Opel 21 of 1800 Naismith and Seth Jordan Bendersky 18 of 1030 Mo were bound over to the May term of Douglas County District Court after preliminary hearings in county court. Both remain free on 1500. Opel faces hashish sale charges and Bendersky LSD sale charges.
The Lawrence school district faces a $60,000 shortfall in federal funds for 288 children of Sunflower Army Ammunition Plant workers. Lt. Col. Mallin says the plant will lay off most of its 1,600 staff by January, leaving about 150 employed.
State figures show Douglas County sales tax receipts climbed to 237 207 34 in February up from 213 888 81 a year earlier. Monthly and year to date totals rose in Leavenworth Shawnee and Johnson counties while Franklin and Jefferson counties posted declines.
