Mapua March 29 Complete tranquility prevails here and in the provinces. Public opinion has quieted under the belief that the Spain United States difficulties will be arranged amicably. The conference between Woodford US minister and Seganta Spanish premier is set for this afternoon with hopes of pacific results. Spanish newspapers say Madrid will avoid war if honor and dignity remain intact.
