Paris March 27 The league of nations covenant is nearing final form with a 26 article draft to be reviewed by a four member drafting committee headed by Col E M House of the United States and including Lord Cecil Venizelos and Ferdinand Lamnsede It will be reported to the peace conference executive committee within days and then to the conference. Washington March 2 The proposed amendment to the league covenant by former President Taft was studied in Paris and sent from the White House last week Mrs Taft was assured the suggestion would be screened by the president The Monroe doctrine is among the ideas considered and the White House declined to release the text while Prime Minister Wilson and the premiers review proposals.
