Clinton Lake water levels raise concerns for city plans

Kansas Water Office has asked the Corps to limit Clinton Lake releases to seven cubic feet per second during low water, down from the usual 21. About 60 percent of the city’s treated water comes from Clinton Lake, and engineers say the city can draw water even if the lake drops to about 23 feet below normal. Water watchers worry as spring rains have been sparse and boat slips at the marina are already unusable in places. Officials will weigh storing more water against impacts on fish and wildlife along the Wakarusa River while awaiting the Corps decision.

Opponents argue higher bills and government favoritism, while supporters cite pass through costs and minimal state spending. If approved, the bill goes to Gov. Sam Brownback, who has praised wind development but allied with RPS opponents. The 2009 deal tied to Sunflower Electric’s planned but unbuilt 895 megawatt coal plant remains unresolved.
