Kansas highway funds a tempting target and drain
Kansas lawmakers have repeatedly raided highway funds to cover budget gaps, earning the program the nickname Bank of KDOT. Gov. Sam Brownback and the GOP-led Legislature push diversions of hundreds of millions over two years to stabilize the budget, with critics warning of delayed projects. Since 1987, multi year highway programs funded by taxes and bonds have expanded, while supporters say jobs and growth rely on keeping the program on track.
