City unveils sweeping rental licensing and inspection plan
The proposal, supported by commissioners Farmer Riordan and Schumm, would require landlords to register each rental unit with the Planning and Development Services Department, charging tiered fees from 17 to 14 dollars per unit plus a 50 dollar per unit inspection fee. The plan uses a sampling method, inspecting 10 percent of units up to 15 at a time, with six year or three year revisit cycles depending on violation counts. It covers 27 code areas, including unsound roofs, faulty wiring, and over occupancy, and allows tenants to sign consent forms or face court warrants for access. Registrations would start in July with inspections in 2015, funded by fees totaling about 500000 annually.
