Bill would add photos to benefits cards described as unworkable
Capitol briefing from Kansas Statehouse notes SB 414 to place recipient photos on the Kansas Benefits card faced skepticism from Kathe Decker of the Department for Children and Families who argued photos could hinder a child's access to groceries. Sen Michael O Donnell said the bill targeted stolen or illegally sold benefits. The bill carries a large fiscal note estimating 846,817 dollars for five new positions.
