President Nixon signed a 10 percent Social Security benefits increase for 26 million recipients and urged Congress to raise the payroll tax base from 7800 to 9000, starting next Jan 1. The retroactive benefits boost could add 3.6 billion in stimulus as lawmakers weigh timing and financing for further changes.
A Kansas wind gust over 60 mph tore the roof off Ransom High School Gymnasium. No injuries were reported. A sheet metal cover remained atop the gym. A football scoreboard and a bleacher were also damaged during the incident where a class was in session.
The House faced a tight vote to extend federal support for the supersonic transport program. Speaker Carl Albert warned some of the 20 votes from last December may be lost as Rep. Sidney R Yates proposed a 134 million dollar cut ending March 30. Scientists urged review of cancer risks and ozone effects before flight.

Public works director George Williams announces Friday morning the Six th Street and Massachusetts intersection adopts a lead-and-lag signal sequence to ease left turns onto the Kansas River Bridge. Left turns will be allowed in phases with yield requirements and no protected arrows, requiring motorists to hurry through openings. The timing aims to reduce inside-lane stackups and improve flows for Vermont and Tennessee crossings.
President Nixon proposed 2.566 billion dollars in federal aid to state transit programs. Twenty percent targets mass transit in cities while 2.041 billion covers planning construction and operations across transportation systems. In Jerusalem Prime Minister Golda Meir rejects William Rogers plan for international guarantees instead of territorial gains. Defense Minister Dayan voices cautious support for U S aims but rejects the idea geography is unimportant. Rogers says the negotiations deadlock stems from Egypt demanding full Israeli withdrawal and Israel's security needs.
