The ruling orders restoring $129 million for capital outlay and local option budgets for lower-wealth districts, while reconsidering base K-12 funding levels. Moody's notes 42 rated districts rely on state aid for about 65 percent of operating revenue and funds are likely to be used for cut programs or deferred capital rather than strengthening finances.
