Lawmakers urge delay of KanCare overhaul
A bipartisan group of Kansas legislators urged Gov. Brownback to delay the Medicaid privatization plan KanCare from January to July 1 2013 to allow more study and avoid service disruptions. They cited provider late payments, coverage disputes, and concerns for rural areas, nursing homes, and those with developmental disabilities. The administration defended a slow, careful rollout and planned a KanCare advisory panel.

Virginia governor signs ultrasound abortion bill
Virginia will require abdominal ultrasounds for abortion seekers with a 24 hour wait after testing. Providers must comply by July 1 or face a 2500 dollar fine. Exemptions cover rape or incest victims reporting to police. Women may view images but cannot be compelled to. The prior plan for a transvaginal ultrasound drew national uproar and was lampooned widely. Seven states have laws mandating some form of pre abortion ultrasound.
