Washington March 7 AP Testimony that Harry Woodring assistant secretary of war had changed airplane specifications was denied before the house military committee by Major General Benjamin D Foulois chief of the army air corps He testified that changes were only in procedure and he could have explained the matter but did not at that time The radiogram bearing his signature requesting a list of officers who had drawn salaries from private airplane companies while on leave from the army was questioned and Foulois could not interpret its language He recalled reading thousands of messages daily and could not determine the intended meaning The committee pressed for what the radiogram signified and Foulois could offer no construction On inquiries about Woodring Foulois said he did not suggest the change applied only to procedure and did not recollect altering figures in Woodring’s office Woodring denied changing specifications for planes bought with a 7500000 public works allotment The new procurement plan emerged from conferences calling for competitive bids and planes bought only from firms whose machines had been tested by the army or navy The judge advocate general later ruled this did not constitute competitive bidding Grand jury witnesses were summoned to discuss the remotorization program and McCarl rulings in the matter observers expect the inquiry to close soon
