Judge Norcross Calls For National Liquor Solution
Reno Feb 27 Aled Press former Nevada supreme court chief justice Frank H Norcross urged Congress to convene a national constitutional convention to amend the eighteenth amendment. He proposed replacing it with a provision empowering Congress to prohibit or regulate liquor imports manufacture and sale, arguing state control fails and a national approach is needed. He favored a system resembling Canada and said only a constitutional convention called by states could solve the issue, not Congress.
