London reports a Japanese official statement noting Japan has not proposed any action, did not enter WWI with allied terms, and would not seek aggrandizement. It stresses responsibility for Far East peace and cites a German menace in East Siberia present before recent German moves into Russia.
Washington reports indicate allied powers favor Japan handling the Siberian menace, while U.S. conditions keep predictions unsafe. Conditions are rapidly changing and new issues arise daily, with Entente exchanges suggesting Britain France and perhaps Italy favor a capable national force in Siberia under a regional plan.
J O Jones assistant professor of hydraulics at the University received a telegram from the war department offering a position as testing engineer at the Charleston munition plant. He will accept after conferring with Prof H A Rice. Jones is the second University engineer called in three weeks. Prof C C Williams was summoned to supervise plant construction. Prof H A Rice will take Jones' classes.
Manhattan Kan Mar 1 An apparatus for triggering flour dust explosions has been perfected by C O Swanson associate professor of chemistry at Kansas State Agricultural College He works on government dust explosion prevention for mills and elevators and has faced resistance from mill owners He uses a machine to inject flour or elevator dust into a compressed air chamber and then blows the mixture through wire gauze onto an open flame to produce a visible explosion convincing mill operators of the hazard.
Commissioner Cleland reports warm weather sales have drained the municipal wood yard. Only about two cords remain this morning as the supply nears depletion.
Four registrants were qualified for active military service yesterday and three were referred to the medical advisory board. Those passing the physical exams were James Clifford Schroyer, Joseph Jaslow, Preston Prentice, and Frank Badsky.
A marriage license was issued yesterday to Leo George Craig and Ethel May Harritt, both of Topeka, marking a formal union between the couple. The event follows standard city procedures for marriage records.

Secretary Lansing orders a broad roundup of aliens linked to sabotage and violence in the Pacific Northwest. The labor department directs deportation for all I. W. W. members or others advocating sabotage, with a special probe into the Seattle area.
Washington March 2 the United States Department of Agriculture announced the final open season for migratory game birds ended January 31 and it is now unlawful to capture or kill these birds anywhere in the United States. Wardens will be increased and active during the spring migration to gather evidence for prosecutions.
Washington March 2 Fifty two important reasons for prompt passage of the Daylight Saving bill were outlined by the United States Chamber of Commerce committee. The report stresses military benefits like faster training and war plant production, plus safer, brighter afternoons reducing accidents and fatigue. It cites Allies adopting the measure and savings in Britain and France, arguing wartime efficiency justifies continuation after the war.
Major Phil lip B Connelly and Walter H. Kirkpatrick of the Medical Corps face court martial after a government inquiry into hospital conditions at Camp Doniphan Oklahoma following Private Albert Hestwood of Liberal Kansas dying from spinal meningitis. The investigating officer's report cites deplorable conditions and shiping the body wrapped in sheets. Kirkpatrick is accused of failing to report suspected meningitis before sending Hestwood to the hospital.

Ed Eck was arrested for violating the Bone Dry law with one pint of whiskey in possession and a third of another. two thirds were allegedly inside. Newark March 2 John Mac Donald of Montclair was found guilty of assault and battery for forcibly kissing his wife after she refused reconciliation. The prosecutor said no husband has a legal right to kiss by force. The jury convicted him in fifteen minutes. sentence deferred.

The funeral of Mrs. E.R. Hess was conducted this afternoon at two o'clock in the Methodist church. The cause of death is believed to be stomach poisoning. She is survived by her husband and daughter Ava Elizabeth. Burial followed at Oak Hill Cemetery.

Ray O Youmans speaks. local youths lead talks. Banquet moved to Thursday at 6 30 in the Congregational Parish House.
Lawrence native Hal E. Andrews likely Paul FE Andrews reported slightly wounded in France with Pershing’s Rainbow Division during a February engagement with twenty-two other men. Andrews, 23, registered at the University of Kansas in 1916 in the Graduate School, studied education sociology and chemistry, and left in June with near completion of his masters thesis. His mother is in Sleeper Missouri and he had given a Lawrence address when enlisting.
City clerk Brooks said after the polls closed at ten last night fewer than 250 Lawrence residents had registered since the last election. Including the 5,097 who voted previously, about 5,300 voters are eligible to help choose a new Lawrence moyazur. The registration books reopen after the primaries and stay open until ten days before the election. Mrs. J A Young and Miss Lydia McDonald left for Camp Doniphan to visit Mr Andrew McDonald and Mr Ira McDonald.

Lawrence High School powers defeated Eudora 40 to 20 in the semifinals and Bonner Springs led Rosedale 86 to 40 as finals set for 2 30 this afternoon in the seventh annual second district basketball tournament. Williamsburg forfeited earlier, Lawrence faces Bonner Springs for the title amid strong support from local fans. The event features thirteen boys teams and eight girls teams with Rosedale girls challenging for the crown.
The Lake View Hunting and Fishing Club saves time clearing buffalo carp and hickory shad as thousands of these fish die in the frozen mud during the cold snap. With low water the bank froze trapping the fish, while gume fish winter farther out as usual. Recent rain refilled the lake, ending drought risk.
Douglas County Banking Association will hold a meeting on Tuesday March 5 at Merchants National Bank to elect a new county chairman for Liberty Loan in place of William Bromelsick who resigned. The medical advisory board has certified fifty-nine registrants for active military service and ten for limited service. A meeting was held today at the YMCA. The active list includes G. W. Dean, Clyde Allen, Roscoe Crumps, Frank W. Herriott, Joseph W. Stonecipher, and many others. The limited service list names Cun. Dartotwann ruy and several additional individuals.
