In Dallas Republican Edd Hargett led eight candidates in the special election for Texas 1st District with 42.2 percent but failed to reach 50 percent, forcing a runoff with Democrat Jim Chapman in mid July or August. Chapman had 30.2 percent. Sam Russell followed with 18.52 percent as votes totaled 29,814 for Hargett and 21,370 for Chapman. The race was held after Sam B.
