Theis relinquished the chief judgeship of the U S District Court in Kansas City Kansas to Judge Earl E O Connor on Friday as he turns 70. Theis will stay on as a Wichita federal judge. O Connor, 58, has served on the federal bench since 1971 and will handle case assignments for the five judges in the state.
