Bitter House Debate Over Neutrality Bill Sparks War Warnings
Washington patrons of the House opened a bitter debate on neutrality proposals seen as either peace bulwark or path to war. Rep. Luther A. Johnson argued the measure would lessen war hazards while Rep. Fish warned it would be interventionist and a step toward war. The bill would repeal the arms embargo and require cash and carry with title transfer for goods to warring nations, while seeking to limit credits and exclude long term loans. Johnson defended the measure as not authorizing bias or entering a foreign conflict, calling it potentially the era’s most important issue.
