Indigenous and Russian groups seek whaling permits
The United States and Russia appealed to international whaling regulators on Tuesday to permit small whale hunts by the American Indian tribe and Russia's Chukotka people. They seek authorization to kill 50 minke whales in the North Pacific this year to ease hardship in whaling communities despite the 1986 global moratorium. The summit of East African leaders aimed at Burundi violence offers little expectation for a quick end to the conflict as refugees spill over borders. Western neighbors fear mass slaughter after the Rwanda genocide, which left over 1 million refugees in the region.

Yeltsin fires seven generals amid Kremlin shakeup

Lebed, named head of the Security Council with control over armed forces, accused the officers of plotting a coup as Yeltsin also ordered a withdrawal of troops from Chechnya, though pace depends on peace progress before the July 3 runoff with Gennady Zyuganov.
