The U S Department of Agriculture licenses inspectors who grade most wheat at Duluth and Minneapolis terminal markets. Between Jan 1 and Dec 1, 1918, about 40,000 cars of hard red spring wheat at Duluth and 50,000 at Minneapolis were inspected with a majority graded No 1. Local elevator graders often set grades for farmers, while terminal inspections ensure adherence to federal standards.
