Bhutan King Proposes Gradual Democratic Reforms
Bhutan's aging monarch, Jigme Singye Wangchuck, proposes sweeping political changes to expand popular influence. He told his 22-member Cabinet and sent a reform plan to the National Assembly speaker, with a likely increase in Assembly authority during a gradual democratization process. Six ministers will stay. 14 king-appointed ministers to be replaced or reduced. The 150-member Assembly includes locally elected and clergy-appointed members.
