Prime Minister Chamberlain told Parliament that Britain and Japan were holding talks in London and Tokyo to settle the Tientsin incident. He said local settlement was possible though larger policy issues clouded the matter.
Daytona Beach Florida June 19 Spencer continues to denounce a customs raid on his yacht Maya returning from a Bahamas cruise. He blames retaliation for halting the vessel near Pompano after a prior inspection and says crew valued merchandize at about 30 dollars was seized before the yacht was allowed to proceed.
In Phoenix on June 19, a dance floor collapsed several feet, but jitterbug dancers kept going. The startled orchestra paused yet the crowd carried on, moving to a nearby house to resume the celebration.
President Roosevelt vetoed a Senate bill granting special retirement benefits to civilian officers and employees who helped build the Panama Canal. He returned the measure with regret and said the Civil Service Commission found no justification for further special recognition for such workers.
Pennsylvania's Supreme Court declared a graduated tax on chain stores and theatres unconstitutional, ruling the measure invalid today in Harrisburg.
Circuit Judge Kimbrough Stone pressed the bribery issue in a Missouri fire insurance rate settlement case. Kansas City reports Charles Gargotta pleaded guilty to assault with intent to kill Sheriff Thomas B. Bush in August 1988. He surrendered and began a three year term in Jefferson City after a long legal odyssey including a 27-term indictment that was dismissed and later reindicted amid government friction.
Portsmouth testimony centered on a faulty air induction valve blamed for flooding the submarine Squalus. Commander Naquin praised the 33 rescuers and faced no charges as the inquiry proceeds in three phases on accident, rescue, and salvage.
Missouri Governor Lloyd C Stark said he could not have toppled Democratic Boss Tom Pendergast without help from President Roosevelt. Pendergast is jailed in Leavenworth for income tax evasion. At dawn in Haifa 18 Arabs were killed and 24 wounded by a bomb blast in the Arab marketplace. Nine men, six women, and three children died. The explosion damaged the telephone exchange and booths as police and troops sealed the scene. Previous blasts in July left dozens dead in the same area.

The U S Asiatic fleet of about 2000 officers and men arrived at Chefoo for summer maneuvers in North China waters. Five destroyers and support ships, including the Paul Jones and Bulmer, were reported en route with Augusta and Bittern due by Wednesday. Chefoo under Japanese occupation welcomed the fleet as merchants foresaw profits while shore leave was sharply curtailed by Admiral Yarnell.

The Illinois supreme court held that picketing by non employees is illegal if its purpose is to compel workers to join a labor union. The decision was announced in Springfield Illinois on June 19.
Washington report notes that President Roosevelt’s proposed broader income tax base could bring about 1,500,000 additional filers into the federal levy. Proposals focus on lowering exemptions from 2,500 to 2,000 for married couples and from 1,060 to 800 for singles, with estimates showing 56.4 million dollars in extra revenue from 1939 income. The new taxpayers would pay about a quarter of that sum, with the rest from higher assessments on existing taxpayers.

In a Senate report, Senators Herring of Iowa and Vandenberg of Michigan urged the government to experiment to a reasonable degree with incentive taxation to encourage industrial expansion.
Sydney Wooderson, holder of the world outdoor mile record, said he was crowded in the Princeton invitation mile race. He finished fifth as Chuck Fenske won in 4:11 and Blaine Rideout passed him. Wooderson plans to return for the London international meet in August if possible.
