Gov. Sam Brownback signed a bill granting him discretion to make targeted budget cuts for the next fiscal year while shielding public school aid. The measure, effective for the year starting July 1, accompanies a GOP plan to raise $384 million in taxes to balance the budget, though lawmakers say as much as $50 million in cuts could still be needed. The current law required across the board reductions, and the new law allows more selective trimming.
Governor Brownback announced that Pat George will resign as Kansas commerce secretary in July to become president and CEO of the Valley Hope Association, a nonprofit with alcohol and substance abuse treatment centers in six states. George has led the department since January 2011 and is the second cabinet member to announce plans to step down.
Excerpted from Chad Lawhorn Town Talk, the article notes a proposed 5 acre fenced dog park with $145,000 estimated cost and a City Commission commitment for site, followed by a year of private fundraising. Proponent suggests a $10 yearly dog license to fund maintenance and law enforcement of vaccination laws, with potential revenues of about $190,000 from dogs and $210,000 from cats, based on rough population estimates. The plan hinges on location, community support, and how agencies like Parks and Recreation, the Clinton Lake Dam park, and the Lawrence Humane Society would be affected. The piece reflects broader questions about pet licensing, data reliability, and practicalities of city funding.
