JJA defends prevention over incarceration in Kansas
Denise Casamento Musser, Public Information Officer for the Kansas Juvenile Justice Authority, asserts that 60 percent of the operating budget funds communities and early intervention, while 86 percent of 4000 offenders served are in communities and 14 percent are incarcerated. She notes 200 new prevention programs since 1997, a state wide prevention strategy, growth in community based supervision, and a capital improvement package for facilities. Judges determine incarceration via a placement matrix, with incarcerated youths receiving education and therapy.
