Law professor: Tax cuts have winners and losers
Kansas University law professor Martin Dickinson warned that Gov. Brownback’s tax cuts will favor the wealthy, create revenue shortfalls, and invite gaming of the system. He noted the plan lowers rates to 4.9 and 3 percent, eliminates taxes for some partnerships, and exempts farm and mineral income, with mixed effects on workers and revenue. Brownback pitched the changes as an economic booster, claiming 22,900 new jobs, $2 billion more disposable income, and 35,740 in population gains.
