Little Nations Get Protection Under New Pact
Five great powers would guarantee the eastern liberates’ territories through independent conventions protecting minorities. Poland is covered in the German treaty, with similar provisions planned for Austria and Hungary. Some opposition from small powers and Austrian delegates delays the pact’s full presentation. The council edits the German terms as timing tightens toward potential delivery to Germany and a resumption of hostilities if unaccepted.
