Kansas approves landmark tax package amid budget tensions
The Kansas Legislature passed a tentative tax package by narrow margins, 63 to 0 in the House and 21 to 0 in the Senate, avoiding deeper higher education cuts. Gov Brownback plans a news conference Tuesday to discuss the $50 million in required cuts. Critics call the plan a Band-Aid, warning ending balances may be overstated and urging caution about revenue expectations. The package shifts toward consumption taxes while exempting many low income filers and imposes a property tax lid starting 2018, with food tax relief dropped for now. The session hit a new 113 day record, underscoring fiscal strain as lawmakers weigh impacts on households and businesses.
