Populist Proposals on Money and Lessons After Civil War
The populist movement urged warehouse storage for nonperishable farm products with warehouse certificates usable for taxes and debts, plus free silver coinage. Causes of falling prices included rapid postwar expansion of transport and industry and gold’s slow rise, while gold’s value grew as Australia and California mined less and countries shifted from silver. Lessons call for gold as base money, separate fiscal and monetary functions, and an elastic currency supplied by banks to stabilize prices.
