He sought five years at 85 percent then five at 50 percent, plus 7.7 million in industrial revenue bonds to waive construction material sales tax.

Kaleb Hatman, 16, a Free State High School sophomore, is paralyzed from the chest down after diving into a retention pond. Kardal Hart, 19, pulled him from the water and saved him, though both had not met before. Hatman remains in rehabilitation learning to use a wheelchair.
