State shows red ink in latest TopERA budget update

AP reports the latest Kansas budget figures remain negative with revenue through May 31, 2001 about 181 million dollars below forecast and the Department of Revenue placing a shortfall of 194 million. Officials warn of potential deficits and possible further cuts as fiscal year 2002 ends. The gap stems from weak income tax receipts and higher non tax income, including a 10 million tobacco settlement receipt.

In Kiowa and neighboring areas, rain halted the start of the 2002 wheat harvest after a 43,000 bushel intake at OK Co-op elevators. Yields in southern Kansas ranged from 4 to 21 bushels per acre, with averages around 40 in the south. County CTS and growers report widespread poor conditions, with 2% very poor and 24% poor, and abandonment rates up to 60% in the arid southwest. Custom cutters face a delayed start as moisture is scarce in western fields.
