Washington notes Britain's note defers all payments on its four billion dollar debt. The move signals a likely cascade of deferrals among other debtors, jeopardizing mid June receipts and threatening global trade and recovery. The Johnson Act complicates partial payments and risks broader financial turmoil.
Paris editors hail Britain's decision to suspend war debt payments to the United States as proof France was right to default. France and Britain together challenge America on the debt issue. A ten cent on the dollar settlement for about 3.26 billion dollars is seen as likely, while June 15 payments of 59 million seem remote.
London reports Neville Chamberlain told the House of Commons Britain would pay at least a token amount on the forthcoming war debt installment on June 15 if Roosevelt could guarantee Britain would not be deemed a defaulter. He explained the delay stemmed from a misunderstanding over the note's publication timing and noted Washington released terms separately.

Washington: a special inter-department water flow committee urged the President to back Missouri river system improvements including power, navigation, flood control and irrigation at an ultimate cost of 300.3 million dollars. The plan highlights the Missouri and Platte rivers among ten favored basins with 126 million to finish existing navigation projects and flood control work.
Three youths who killed a deputy sheriff and shot a policeman in a wild chase last night were pursued today by about 200 officers and citizens in the hilly country west of Underwood Indiana. John Pfaffenberger the Sey mour officer was shot four times and Harold Amick of Scottsburg deputy sheriff was killed after the trio crashed into a filling station. Indiana state police joined Louisville police in the chase by daybreak as bloodhounds were used and highways blocked in all directions.
Senator Bennett Champ Clark told Washing ton and Lee graduates that rising armament outlays threaten civilization without war. He urged using wartime allies debts as leverage to force pro rata armament cuts and opposed canceling debts unless beneficial. Also reports William Blanton, 70, farmer near Council Grove Kansas, was killed when struck by an auto while crossing a highway near Dunlap.
President Roosevelt proposed a 525 million emergency drought relief program to Congress, aiming for quick passage. The package targets stock and human relief, with funds for beef and dairy procurement, processing cattle, work programs, livestock feed, submarginal lands, employment through CCC, seed buying, and credit bank capitalization, amid reports of early wheat harvest in Douglas County.

Secretary Harold Ickes testified in Chicago that Lucius J. W. Malmin and C. W. Larsen attempted to blackmail him over the Virgin Islands governorship. Ickes said Malmin threatened disbarment charges if not favored with influence. Malmin, a former Virgin Islands federal judge, and Larsen denied the accusations.
George Jewell, Wyandotte County delinquent tax collector, authorized wage attachments for T. F. Railsback the special prosecutor and five jury members including Harry Kern of Bonner Springs and J. W. Grinter of Edwardsville. He cited delinquent personal taxes and aims to have those earning wages from the taxpayer first to pay taxes.
A New York AP report recalls Meyer Geller, age 13, who died after a fight when he refused to name his assailant saying I can’t tell you I’m not a snitch. The narrative notes the boy’s statement to his mother after coming home from school and the fatal head injury.
Fred Hoskinson thirty Finney County attorney died in a hospital after an emergency operation for stomach ulcers. He was stricken Saturday night, appointed county attorney last January succeeding his uncle Ralph Hoskinson who died of a heart attack. He is survived by his widow.

Dr. Lyle S. Powell resigns as chairman of the Lawrence municipal airport board effective immediately, citing the city commission's rejection of airport board recommendations in a new lease. Verner Smith also resigns. J. T. Skinner remains as the third board member. Powell had served six years and argues the airport board cannot function under the current procedures.

Concerts follow at Nineteenth and Fourteenth streets with boxing bouts Indian war dances and firemen remonstration scheduled by Nineteenth street merchants.

In Lane Beach California on June 5 AP reports Fernando Robles plans to have six year old June Robles perform for four weeks at 1200 dollars a week in a vaudeville or movie setting to raise a 1500 dollar reward for the capture of her kidnapers. He may use the earnings to fund the reward and possibly recount the kidnapping in performance.
Regular bus service will resume Wednesday June 6 with the opening of Massachusetts street. J T Skinner general manager of the Kansas Electric Power company announced the South Massachusetts street bus will leave Eighth and Massachusetts at 10 30 and 5 minutes after the hour the present schedule. The bus leaves Haskell at 2 22 and 42 minutes after the hour the regular schedule.
Acting agriculture secretary Rexford Tugwell announced a half cent per pound tax on direct consumption sugar from initial domestic processing of beets and sugar cane. The levy coincides with a Cuban sugar duty reduction and takes effect June 8 along with issued regulations defining terms, conversion factors, and exemptions. Direct consumption sugar means sugar used for any purpose other than further refining.
More than 150 junior and senior high students gathered at the senior high auditorium for the start of a free summer music program run by C. E. Sawhill. Sections were formed in woodwinds strings basses trombones and baritones cornets French horns and drums with about 25 undecided. Regular classes begin tomorrow at 8 oclock noon. two daily rehearsals for the high school band are planned. The first concert is Friday evening June 15. About 75 students lack instruments. 15 used instruments were collected in a drive. Donations or loans are requested via the senior high office or by visiting the high school building this week. Beginners showing promise may join one of the school bands next fall.
Gordon Strode was sentenced by Judge Hugh Means to life imprisonment at Lansing Kansas under the habitual criminal act after prior felony convictions. A $500 fine and court costs were ordered. Strode plans to appeal. Judge Means also committed Miss Marie Edwards of Topeka to the women’s prison farm for 20 days after pleading guilty to petit larceny.
President Roosevelt and Hugh S. Johnson talked at a luncheon about the threatened steel strike. Johnson said developments had not reached White House interference level, and he or NRA general counsel Donald Richberg would attend the American Steel Institute meeting in New York, invitation extended through William Irvin of United States Steel.
The chauffeur of the Spanish consul was gravely wounded by three unknown assailants who clubbed him as he sat in the consul's automobile. The attack occurred in Havana's Prado thoroughfare while the consul's wife shopped. Police aided the injured man and captured one assailant after firing on the trio.
A group of fifteen Kansas University civil engineering students will leave Lawrence tomorrow for a two week encampment on Strong farm five miles northeast of town. Under supervision of Professor W. C. McNown and Instructor D. D. Haines they will perform field engineering tasks required for graduation.
Frank C. Whipple was unanimously chosen to fill the unexpired term ending next summer after Frank B. Strong’s resignation. Whipple, vice president of the First National Bank, joins three local business members and two educators on the board. Four new instructors were elected: Luther E. Thurman, Joe Williams, Chester B. Cunningham, and Elizabeth Shepherd.
Chief of Police E G Pringle announced a new plan for stray dogs. Strays will be taken to Dr E G L Har bour's office instead of the brick plant pound where they will be sheltered fed and cared for. If unclaimed after five days they will be disposed of scientifically by a veterinary under the plan. William Harter and George Carter will handle pickups and only unlicensed dogs without rabies tags will be collected.
The Lone Star Farmers Union plans its tenth annual Fourth of July event with Hon Homer Hoch as main speaker at 2 PM and a 8 PM performance titled The Way of Peace by about 100 cast members. James W Anderson leads and promises a full program to be announced. PARSONS SCHOOL BOND VOTE for an $85,000 structure to be considered by Parsons voters in August. The school board seeks $34,000 bond for a new grade school funded by a $24,200 PWA grant and surplus funds.
