Bush lays out threat of terrorists and WMDs in new policy
President Bush warns at a crossroads of radicalism and technology that chemical, biological and nuclear weapons coupled with ballistic missiles could empower small groups or weak states to strike great nations. He names none explicitly as axis of evil but targets Iraq, Iran and North Korea. He frames the battle against terrorism as a shift from great power rivalry to global cooperation against a shared threat, calling for moderation abroad and readiness to act pre emptively when needed.
