Rosalynn Carter, in Quito on her Caribbean Latin American goodwill tour, commended Ecuador for its human rights record and plans to restore civilian rule. She met the three-man junta and discussed elections while noting Ecuador’s oil exports and tariff preferences issue.
The Carter administration says the new more powerful Mark 12A warhead and an advanced guidance system are not a bargaining chip in arms talks with the Russians. Powell left room for changes if the Soviets negotiate seriously, noting the warhead could be deployed by 1979 if talks stall. The weapons aim to match Soviet strategic capabilities and improve penetration of hardened targets.
Seven Kansas reservoirs show surplus as rainfall and heavy runoff lift levels. Perry Lake near Lawrence stands 2.21 feet above its multi purpose point, with target held near 893.5 feet until July. Other lakes show mixed gains and several remain below normal.

Rural residents of Willow Springs township will vote June 16 on a 10 mill levy for two years to improve township roads. If passed, it would be five mills per year. Voters outside the third class city limits may vote. Polls open 7 a.m. to 7 p.m. at Willow Springs Hall.
KAKE-TV reporter Charles Duncan and the station refused a subpoena for film and notes from an interview with murder suspect George Poulos. The hearing before Judge Owen Ballinger aimed to uncover more evidence in the May 22 arson and death at Candys Rap Parlor. KAKE officials criticized the subpoena as overreach.
Lawrence organizers reported net proceeds of 700 to 800 from two benefit county and western music shows held at the Lawrence High School auditorium Saturday night.
