Government urges end to Medicaid transfer loophole
The Health Care Financing Administration warned states to stop temporarily shifting funds into state Medicaid accounts to boost federal match. In a firm letter, HCFA Director Timothy M. Westmoreland said many states keep almost all transferred money as their own, with as little as five percent properly allocated to Medicaid. The practice, legal via a loophole, allows states to borrow or move funds to gain larger federal matches and then divert a portion of the funds to non Medicaid programs.
