Washington officials forecast clothing price increases of 15 to 20 percent as the revived OPA issues new price in crease orders. About 30 to 49 ceiling actions were due today as the agency works to restore controls after 25 OPA-less days.
Weather observer S D Flora warned unsettled weather for Kansas with scattered showers today and tonight. Expect highs near 90 to 98 across regions and nights dipping to the 65 to 78 range. Reports noted varied rainfall totals in Topeka Lecompton Kansas City Lawrence and other towns while Goodland cooled and Coffeyville hit 102. A store closure for redecoration is listed for Haynes and Keene.
The Kansas Supreme Court in a 6 to 1 decision says the state board of social welfare can design a state welfare program and advise counties on budgets. Counties must levy up to three mills for welfare and use funds authorized by law, but need not use sales tax residue funds. The ruling states the state board cannot set county levies. duty falls to county commissioners to levy up to three mills and use residue funds if needed.
Chicago attorney Coghlan said William Heirens would offer to confess to the Degnan kidnap slaying, the Brown lipstick murder, and the Ross stabbing to State’s Attorney Tuohy. Heirens discussed the cases with his lawyers and parents, and would sign any statement for a legal confession.
A passenger plane returning to Jalapa field from a standard stopover crashed near Huatusco in Veracruz state. Local reports say bad weather contributed to the accident during takeoff from Hometse airport. Enrique Coase Velarde, the Jalape mayor, and his wife were among the dead. Witnesses described engine trouble before the aircraft disappeared.

New York July 27 The magazine Sales Management predicts August retail sales and services will total 8.1 billion dollars, down from 8.16 billion previously. August will exceed 1945 by 25.5 percent. July’s gain over 1944 was about 25 percent. Ray Prescott notes 1946 sales may reach 90 billion, boosted by prices and volume. Wichita and Topeka show strongest prewar gains.
In Oklahoma City a 41 year old Rev John Paul Lambert and his wife, who vanished last Sunday amid family worries, were joyfully reunited at the airport at 1 38 am. He had rushed from Kansas City after she phoned fearing his Sunday sermon would suffer. The couple plans a long second honeymoon following a public display of affection and renewed vows. The wife explained she left to ease her husband’s work and the couple’s troubled year including the death of their 17 year old son on Okinawa. They renewed hope for a return to church life and Sunday services.
Wichita attorney and Democratic gubernatorial candidate Fred Hinkle argued on air that a 10 million dollar liquor tax proposed by Harry H. Woodring would require Kansans to drink 543 gallons per person annually. He claimed such a plan would keep many sober at once and touted Kansas as having lower crime and poverty than other states.
Washington July 27 Senate investigators announce a probe into whether high Chemical Warfare Service officers shielded Capt Joseph Garsson son of Murray Garsson from dangerous service. The panel will question Warren and review loopholes in contract practices while weighing income tax returns for Garsson related firms.
The First Evangelical church will lead Sunday evening union services sponsored by the Lawrence Ministerial Alliance in South Park at 8 o'clock tomorrow. Rev. Leland H. The panel has earlier disclosed plans to review potential shielding of a young army captain by chemical warfare service officers.
The Lawrence USES office reported 87 job placements for the weekend ending July 26, up from 33 the prior week, while 846 men and women filed applications for work. Only 132 requests for workers came from employers, with 23 of 313 veteran applicants finding jobs. More than one third of applicants are World War II veterans seeking placement.
