Kennedy outlines six point plan to bolster Western defense
President Kennedy calls for a worldwide strength boost beyond the Berlin crisis with a six item program. He asks Congress for 3.248 billion dollars for military forces plus 207 million for civil defense and a 125000 increase in Army strength to 1 million. The Navy and Air Force would gain 29000 and 63000 active duty posts respectively, while draft calls could be doubled and tripled and reserves activated. He also plans to retain and reactivate ships and planes and to procure nonnuclear weapons and ammunition totaling about 1.8 billion.
