The telegram responded to Graber's message after Rep. Phillip Ferguson claimed Kansas' right to flood control funds was in doubt. On My Payroll Boast In House War Probe
Washington July 26 The name of Frederick H Payne former assistant secretary of war was spotlighted in a House inquiry into war department practices. Frank Speicher NY dealer in inner tubes testified that Payne and Joseph Silverman Jr a surplus goods dealer and Norman Haig GM official discussed altering specifications to favor Silverman. Speicher said Payne claimed influence with the war department and Haig had payrol l ties. He described Dennis Mahoney as a payoff man between Washington and New York and said Silverman wanted what Mahoney carried in a black satchel. Speicher testified he avoided Washington during a grand jury inquiry to spare Col Alexander Williams from embarrassment after Williams was dismissed for taking loans. Chairman McSwain said Payne would be invited to testify and cited Payne’s demand to be heard and to set the record straight about meetings with Silverman. Speicher testified he met Ralph ONeil described as the closest man to Woodring and on Silverman’s payroll. ONeil reportedly would assist in readvertising bids for 300 trucks for Chrysler, hoping Chevrolet would be favored to yield tires for Silverman. The witness claimed he sought the readvertisement to benefit the Chevrolet line. He said he and Silverman clashed over bids but Speicher said he helped push the readvertisement.
