Rural mobile subsidies swell funds for cell firms
The Universal Service Fund designed to aid rural phone access has become a cash windfall for wireless providers. From 2003 to 2007 subsidies to competitive cellular firms rose dramatically, with total disbursements reaching over a hundred million in Kansas and Puerto Rico, while Alltel and Western Wireless led recipients. The FCC considers caps and long term reform as critics call the system a no-losers model.
