Judge bars enforcing rules limiting speech in Kansas
A federal judge blocked the Kansas Commission on Judicial Qualifications from action against judges or candidates who violate the code of judicial conduct. The order halts enforcement while a lawsuit by Kansas Judicial Watch proceeds, citing free speech rights and voters’ access to candidate information. The ruling affects provisions restricting pledges and requiring campaign contributions be solicited by a committee.
