Kansas University hosted 160 public school officials and students for a two week drug education workshop. Carl Haney urged total community involvement to combat misconceptions and rising youth drug use. Experts warned against false statistics and stressed curriculum development for grades K through 12.
Ohio Governor John Gilligan urged 12 midwestern governors for a federal tax credit equal to state and local income taxes. He argued the plan would ease regressive taxes, reduce federal liabilities, and lessen dependence on federal grants, calling welfare takeover a faster path to relief.
Gov. George C. Wallace said he would file a Supreme Court suit in Washington to end the federal income tax exemption for private foundations. He targets foundations, religious groups and similar bodies critiquing their perceived tax shelter for the super-rich. He would not challenge exemptions for groups organized for worship and true charitable work.
Kansas Governor Robert Docking urged Congress and the administration to move beyond discussion and implement welfare reform and revenue sharing. He criticized state and local program requirements, warned of federal mandates wasting resources, and called for federal assumption of more welfare costs.
Kansas Highway Commission reports progress in federal environmental reviews for the K-10 corridor from Lawrence to Shawnee. Final environmental statements have been forwarded or approved for segments east of Lawrence and from DeSoto to K-7. The commission expects late August approval and continues right of way planning and lane addition work toward Renner Road.
The Commerce Department reports June privately owned housing starts at an annual rate of 1.982 million, up from May's 1.959 million. The rebound follows last year's slowdown due to tight money and high interest rates, with starts at about 1.9 million for six months, a 48 percent rise from 1970.
A Douglas County District Court jury reduced damages from 6000 to 2500 for owners Phaon A. Diehl and Mildred L. Diehl in a condemnation dispute over East 23rd Street widening. The City of Lawrence acted as condemning agent for the Kansas Highway Commission. Appraisers had valued property at 18000 before and 12000 after, a 6000 difference. The jury valued pre widening at 12500 and post widening at 10000.
John M. Biri, 26, of Topeka, moved from Lawrence Memorial Hospital to St. Francis Hospital after a fall that killed fellow worker Jack A. Johnson, 48. He underwent surgery for a compound fracture in the right arm following a 60 foot drop during work on the Haworth Hall addition at Kansas University.
The Douglas County Commission accepts the resignation of Mrs. Ann Dorset from the City County Mental Health Board. The letter of acceptance cites her major role in addressing community mental health problems.
Lawrence City Commission schedules a 7:30 p m hearing at South Junior High on police community relations following a year of workshops funded by a state grant and city match. Free bus service from North and East Lawrence and KU facilitates attendance for residents.
In a quiet Sheboygan South Side neighborhood, Naomi Rammer 50 and her sons John 16 Paul 11 Tom 10 were found shot dead along with Mrs Warren Dean 50 at another nearby home. A 19 year old youth is held in hospital custody as a material witness after being found at St George church steps. Lance B Jones district attorney says a rifle was found in front of the Rammer residence. Chief Oakley Frank reports the youth appeared ill and was taken to a hospital.
Courts record three individuals fined or jailed for petty larceny resisting arrest and allowing dogs near a property line. Jeffrey V. Burchett of Linwood received 10 days and a $50 fine. Timothy McArdle of 235 West 22nd faced $35. Lincoln H. Johnson of 741 Grant was fined $25 for animal proximity violations.
Kansas moves to finish its record 1971 wheat crop with only cleanup operations left. Farmers shift to fall small grain planting as oats rye and brome grass seed are harvested. Corn is 51 percent tasseled with 9 percent in dough. southern moisture stress noted and southern leaf blight in 30 eastern counties. Cattle on grain feed for slaughter hit 859000 head by July 1, up 18 percent from 1970.
William B. Bryan of 401 Miss. injured about 1 45 p m Monday at the Lawrence Paper Co Sixth and New Hampshire in an industrial accident. He has a fractured and lacerated left forearm after his limb was caught between rollers and is reported in fairly good condition at Lawrence Memorial Hospital.
Delbert R. Thomas age 18 of 1029 N.Y. was treated and released at Lawrence Memorial Hospital after a two-vehicle crash at Third and Arkansas at 7:52 p.m. Monday. He was a passenger in Michael W. Hamm's car, 19, who collided with Stephen M. Bigsby, 16, of 940 E. 21st. Hamm's car damage was $190 and Bigsby's $75. Police also investigated seven other minor collisions Monday.
