No-premium merger of equals reshapes Westar Great Plains deal
Westar and Great Plains propose a no premium merger of equals valued at about 14 billion involving a 52.5 to 47.5 percent split. The plan keeps 500 Topeka headquarters employees, avoids layoffs, and mandates new governance with Gina Penzig and Terry Bassham in leadership roles. The ECC will review the filing within 300 days, with closing expected in early 2018.

ACLU slams Pence Kobach panel for secretive meetings
The ACLU argues the Pence Kobach commission violates the Federal Advisory Committee Act by failing to hold open meetings with notice. Theresa Lee says the first meeting lacked public access, raising concerns about credibility. The panel, formed by President Trump to investigate alleged 2016 voter fraud, is led by Pence with Kobach as vice chair. Kobach’s own legal actions and recent court fine are noted in the suit.
