EPA and farmers clash over waters rule in Kansas City

EPA chief Gina McCarthy spoke to farmers in Kansas City amid debate over which waterways fall under the Clean Water Act. Agriculture groups argue the rules widen federal control on land use, while McCarthy said the proposal clarifies existing jurisdiction and exempts 56 conservation practices as proof of non oversight. Missouri Farm Bureau President Blake Hurst pressed that the expansion is large and misconstrued by some. The discussion follows Supreme Court decisions that blurred watershed boundaries.
