Oil swap plan rejected by Carter decision

President Carter abandoned a proposed U S Japan oil swap aimed at shipping Alaskan oil to Japan while sending Persian Gulf oil to U S coast refineries. Officials said the plan would not clearly save consumers and cited political and technical concerns.

Independents help Fukuda group in Japan upper house win

In Tokyo, Prime Minister Fukuda's LDP retained a majority in the House of Councillors by adding three independents to reach 63 seats with four races undecided. Lawrence City to debate land use items and rezoning requests

Fifth Summer Concert by Lawrence City Band at South Park

The Lawrence City Band presents its fifth summer concert at 8 p.m. on Wednesday at the South Park Bandstand with guest conductor Sir Vivian Dunn leading Spirit of Pageantry and London Suite. Regular conductor Bill Kelly remains, and the program includes Charter Oak March, Die Meistersinger overture, Serenata, March of the Toys, Cheerio, Rakoczy March, selections from Mary Poppins, Alexander's Ragtime Band, and Purple Carnival March.

Douglas County Tower Construction Delayed by Steel Shortage and Rain

The 180-foot communications tower project in Douglas County is held up as a steel reinforcing bar shipment is delayed and today’s rain floods the foundation site. Emergency preparedness coordinator Travis Brann says the crew will wait a few days to avoid a water-filled hole and may remove asphalt and cut concrete at the Judicial and Law Enforcement Center parking lot in preparation. The tower is planned for late August or early September and will serve as an emergency backup for law enforcement and other services if primary systems fail.

Rainstorm Sweeps Through Kansas With Power Loss

Heavy storms lashed northern and eastern Kansas with 50 to 60 mph winds in Clay Center, causing downed limbs and power lines and two minor fires. Rain totals exceeded 1.5 inches in parts of northeast Kansas, with many towns reporting over an inch. Skies clearing by noon, with hot muggy days and nights in the forecast through Friday.

In Alaska officials consider bypassing Pump Station No 8 at Thompson Pass to speed crude flow around the damaged station. If approved the plan could lift daily output beyond 600000 barrels but likely end the goal of 1.2 million barrels per day by year end 1977.

Fire at Bonanza home causes $3,000 damage

A fire at 2708 Bonanza caused an estimated $3,000 in damage to the house and $2,500 to contents. Firefighters arrived near 7:30 p.m. and stayed about one hour. Origin undetermined though a southeast bedroom is suspected. Owner Mrs. Phyllis Fulton and her four children were away and unharmed.
