North Lawrence police and Douglas County deputies surrounded Jay Hawk Motel at 12 15 pm after evacuating guests. A 17 year old from Lawrence surrendered at room 19 following a gunpoint arrest for aggravated robbery tied to a 1 am incident on North Third Street.
